A Work Queue is generated when:
- Performing container moves within a yard i.e. yard consolidation
- Discharging a vessel when she arrives at the yard
- Loading a vessel when she leaves the yard
- Re-stowing containers within a vessel
- Delivering/receiving containers to/from trucks.
- Loading a train
- Unloading a train
